Thirty Years of Word, Excel and Email: Why Digitising the Packet Did Not Lift the Mining Back Office

The packet went digital. The route did not.

Windows 95 and Microsoft Office shipped in August 1995 — thirty-one years ago. That is the moment the paper files in a mining supplier's office became a Word file, a spreadsheet and, before long, an email attachment. The paper ledger became an Excel workbook. The typed letter became a Word doc. The fax and the in-tray became Outlook. It was a real gain: sending information got almost free.

But look at what actually happens on a Friday in a $10M–$50M WA supplier. A mobilisation pack, a timesheet, a purchase order and a tender still hop from desk to desk as attachments, and a person at each desk opens the file, does something to it, and hands it on. The document is digital. The job — routing it between the desks — is exactly the job it was in 1995. We digitised the packet. We never touched the route.

Why the productivity never showed up

Economists have a name for this. In 1987 Robert Solow quipped that “you can see the computer age everywhere but in the productivity statistics”, and Erik Brynjolfsson later showed why: a new technology only pays once the business process around it is redesigned. Buying the computers is the easy part; the gains wait on the harder, unglamorous work of changing how the work flows. Firms that only bought the tool got a faster keyboard, not a faster business.

Office made sending cheap. It left deciding, assembling and handing on with the same person at the same desk. That is why two things a mining supplier owner says can both be true at once: “we are completely digital” and “we are still hiring another admin every time we win a site.” The tool changed; the operating model did not.

The job ad is the tell

You can read the whole problem off a Seek ad. Open any WA site-administrator posting in 2026 and it asks for “proficiency in Microsoft Office — Excel, Word, Outlook” right next to INX, Pronto or SAP. One person is expected to sit between systems that do not talk to each other and move the data by hand.

Did not Office already digitise the back office?
